В данной статье исследуются перспективы цифровой трансформации системы государственных закупок, а также проблемные вопросы внедрения в систему государственных закупок технологий искусственного интеллекта (далее по тексту ИИ). Проведен анализ организационных, технологических и правовых аспектов применения в закупочной деятельности ИИ. Делается вывод, что для перехода от реактивного контроля к предиктивному управлению закупками необходимо комплексное решение кадровых, правовых и технологических задач. Обозначены рекомендации для заказчиков, регуляторов и законодателя по обеспечению прозрачности алгоритмов, регулированию ответственности по произведенным решениям ИИ и формированию единого цифрового контура. Целью исследования является проведения анализа перспектив цифровизации и применения технологий ИИ в сфере государственных закупок. Предметом исследования выступают организационные и правовые проблемы, связанные с цифровизацией и внедрением технологий ИИ в сферу закупок. Объектом исследования выступает система государственных закупок в условиях цифровизации.

This article explores the prospects for the digital transform system, as well as the challenges of implementing artificial intelligence technologies in public procurement. It analyzes the organizational, technological, and legal aspects of using artificial intelligence in procurement activities. The article concludes that a comprehensive solution to personnel, legal, and technological issues is necessary to transition from reactive control to predictive procurement management. The article provides recommendations for customers, regulators, and lawmakers to ensure the transparency of algorithms, regulate the responsibility for artificial intelligence solutions, and create a unified digital framework. The purpose of the study is to analyze the prospects for digitalization and the use of artificial intelligence technologies in the field of public procurement.
