В статье исследуются трансформация и современное состояние административной деятельности полиции по профилактике правонарушений в условиях цифровизации общественных отношений. Анализируются нормативные основы профилактической деятельности, включая Федеральный закон № 182-ФЗ и приказ МВД России от 24 августа 2023 г. № 619. Рассматриваются ключевые направления внедрения цифровых технологий в профилактическую работу органов внутренних дел: мониторинг цифровых источников, предикативная аналитика, автоматизированные системы учёта, цифровые платформы взаимодействия с населением. Выявляются правовые и организационные проблемы, возникающие при цифровизации профилактической деятельности: неопределённость правового статуса решений, принимаемых автоматизированными системами, риски алгоритмической непрозрачности, кадровый дефицит. Обосновывается вывод о необходимости формирования интегративной модели административной деятельности, сочетающей правоохранительный, сервисный и цифровой компоненты, а также совершенствования критериев оценки эффективности профилактической работы.

The article examines the transformation and current state of the police’s administrative activities related to crime prevention in the context of the digitalization of social relations. The regulatory framework for preventive activities is analysed, including Federal Law No. 182 FZ and Order No. 619 of the Ministry of Internal Affairs of Russia dated August 24, 2023. The key areas for introducing digital technologies into the preventive work of internal affairs bodies are considered: monitoring of digital sources, predictive analytics, automated accounting systems, and digital platforms for interaction with the public. Legal and organizational problems arising in the digitalization of preventive activities are identified: the uncertainty of the legal status of decisions made by automated systems, the risks of algorithmic opacity, and staff shortages. The conclusion is substantiated that it is necessary to form an integrative model of administrative activity that combines law enforcement, service, and digital components, as well as to improve the criteria for assessing the effectiveness of preventive work.
