В статье представлен комплексный историко-правовой анализ генезиса и эволюции прокурорского надзора в сфере оборонно-промышленного комплекса – от формирования первых специализированных групп при Прокуратуре Верховного суда СССР до современной системы цифровизированного надзора за исполнением законодательства о государственном оборонном заказе (далее – ГОЗ) – с выявлением циклических закономерностей развития и формулированием рекомендаций по совершенствованию надзорной деятельности. По результатам исследования авторы приходят к выводу о прямой пропорциональной зависимости эффективности надзора за оборонным комплексом от глубины интеграции прокурора в систему экономического планирования и управления. Авторы приходят к выводу, что эффективность прокурорского надзора за оборонным комплексом определяется не столько жёсткостью уголовной репрессии, сколько наличием у прокурора внесудебных административных полномочий и его интеграцией в систему экономического планирования.

The article presents a comprehensive historical and legal analysis of the genesis and evolution of prosecutorial supervision in the sphere of the defence-industrial complex — from the formation of the first specialised groups under the Prosecutor’s Office of the Supreme Court of the USSR to the modern system of digitalised supervision over the implementation of legislation on the state defence order (hereinafter — the DO) — identifying cyclical patterns of development and formulating recommendations for improving supervisory activities. Based on the results of the study, the authors conclude that there is a direct proportional relationship between the effectiveness of supervision over the defence complex and the depth of a prosecutor’s integration into the system of economic planning and management. The authors conclude that the effectiveness of prosecutorial oversight of the defense complex is determined not so much by the severity of criminal repression as by the prosecutor's extrajudicial administrative powers and his integration into the economic planning system.
